A throwaway workflow, not for merging. It runs the win-arm64 leg's steps with Defender's real-time scanning off and with Dev Drives, next to an unchanged baseline. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

This draft is only here to measure the win-arm64 runner. Please don't review or merge it. I'll close it once the runs finish.
On #5793 the win-arm64 leg was 2 to 5 times slower than win-x64 on every step that writes a lot of files, with both using #5782's layout:
The x64 runners keep the workspace on D:, but the arm64 runner only has C:, and its image readme doesn't say how Defender is set up. So the probe runs the leg's steps four ways, twice each:
baseline, the leg as onmain,realtime-off, with Defender's real-time scanning turned off,dev-drive-caches, with .NET, the NuGet packages and TEMP on a Dev Drive,dev-drive-all, with the workspace on that Dev Drive too. Each job also logs the CPU, the disks and Defender's status.
