A throwaway, not for merging. It runs the win-arm64 leg's steps with .NET and the NuGet packages next to the workspace, both on a Dev Drive, and only the NuGet packages and TEMP on a Dev Drive. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

This draft is only here to measure the win-arm64 runner. Please don't review or merge it. I'll close it and delete the branch once the runs finish.
#5782 puts .NET, the NuGet packages and TEMP on a Dev Drive when the workspace is on
C:. That made Restore, Build and the integration tests faster, but Setup Environment got about a minute slower, because setup-dotnet installs every SDK on the new drive. This runs the win-arm64 leg's steps three ways, twice each:next-to-workspace, with .NET and the NuGet packages next to the workspace onC:, as in ci: install .NET and NuGet packages on a faster drive on Windows #5782's first commit,dev-drive-all, with .NET, the NuGet packages and TEMP on a Dev Drive, as ci: install .NET and NuGet packages on a faster drive on Windows #5782 does now,dev-drive-nuget-temp, with .NET next to the workspace and only the NuGet packages and TEMP on a Dev Drive.#skip-changelog
