This draft is only here to measure CI with every open CI change applied together. Please don't review or merge it. It will run three times, and then I'll close it and delete the branch.

It's main plus these PRs, each squashed into one commit, in the order I'd merge them:

Four of them conflict, and each resolution keeps both changes:

• ci: build the MSBuild job on all cores #5796 and ci: stop writing detailed text build logs #5792 edit the same msbuild line. It gets -m -nr:false and loses -flp:logfile=msbuild.log.
• ci: install .NET and NuGet packages on a faster drive on Windows #5782 and ci: install only the workloads each build leg needs #5784 both edit the workload step in Setup Environment. It keeps ci: install only the workloads each build leg needs #5784's per-filter restore and adds ci: install .NET and NuGet packages on a faster drive on Windows #5782's Windows skip for the Android test app.
• ci: test unsupported AOT runtimes in the build legs #5791 and ci: run the unit tests next to the integration tests #5785 both add steps after the build legs' integration tests. The unsupported AOT test comes first, then the wait for the background unit tests, so the two overlap.
• ci: run the Android integration tests in their own job #5800 and ci: run the Android device tests on standard runners #5795 both edit the end of the android job. It keeps ci: run the Android integration tests in their own job #5800's split uploads and ci: run the Android device tests on standard runners #5795's last disk check.
