🌟 Purpose

This is a follow-up to #9973 (FE-1917). The Version Packages pull request (#9340) bumps the private @hashintel/brunch-agent from 0.0.0-private to 0.0.0 and gives it a CHANGELOG.md, because it depends on @hashintel/petrinaut-core. The package was added on 2026-10-15 and is not in .changeset/config.json ignore, while the config sets "privatePackages": { "version": true, "tag": false }. Changesets v2.30.0 makes the same bump on the same tree, so the Changesets v3 upgrade did not cause it. That config value matches the v2 default when the option is unset; the v3 default is false.

The pending changesets also produce changelog entries that are too long for package consumers to read. Some run to several paragraphs, and some describe internal implementation.

🔍 Changes

• Sets privatePackages to { "version": false, "tag": false }. Every other private package is already in ignore or has no bumped dependency, so only @hashintel/brunch-agent drops out of the release plan.
• Rewrites the pending changesets as short entries for package consumers. Every public API name, removal and breaking change is kept.
• Merges the changesets that describe one Petrinaut feature, such as Voice mode, ad-hoc scenarios, parameter sweeps and the canvas performance work, into one changeset each. This takes the count from 179 to 109. Each merged entry keeps the file, and so the pull-request attribution, of one of the changesets it replaces.
• Moves the @hashintel/ds-components sentences out of two Petrinaut changesets (isolated-surface-components, optimization-surface) into ds-components-only entries. Every sentence of a changeset then applies to each package it lists.
• changeset status gives the same package and bump map before and after the rewrite: graph patch, type-system patch, ds-components minor, ds-icons patch, petrinaut patch, petrinaut-core patch and refractive patch.

⚠️ Known issues

• A merged entry links only the pull request of the changeset file it kept. The other merged pull requests no longer get their own changelog line.
