Use gzip level 1 for build-tarball CI while retaining level 9 as the source tarball default. Header and binary tarball compression is unchanged.

This fork-only PR validates the actual .github/workflows/build-tarball.yml with ten sequential build-tarball attempts at the same commit. The base branch pins the source revision used for the measurements, keeping this PR limited to the two proposed files. Downstream build/test completion is tracked separately.

Same-input compression measurements reduced median gzip time from 81.49s to 9.79s, with a 24.1% size increase. Level-1 end-to-end validation produced and uploaded the tarball in 2m53s; downstream validation is still running.

Keep source tarballs at gzip level 9 by default and use level 1 for build-tarball CI.
