Replaced outdated/bounced cci-chairman address with active Competition Commission of India (CCI) emails (atdregistry@cci.gov.in, vasu.sharma@cci.gov.in, secy@cci.gov.in) to ensure user advocacy emails are successfully delivered to antitrust regulators.

Pull request overview
Updates the India (CCI) regulator contact entry in regulators.yaml so advocacy emails are directed to current Competition Commission of India addresses, improving deliverability for user outreach.
Changes:
- Replaced the previous CCI chairman email address with updated CCI email recipients in the India section.
- Updated the corresponding localized “Email” strings across supported locales for that entry.
