Depend on the Microsoft.Extensions line of each target - #5

Every target depended on the 10.x Microsoft.Extensions packages, so an app on net8.0 or net9.0 was pulled up to them. Each target now depends on the packages of its own runtime line, from x.0.0 up.

Replaces #4, which GitHub closed when its base branch was deleted on merge. Rebased onto main.
What
Microsoft.Extensions.*packages, so an app on net8.0 or net9.0 was pulled up to them. Each target now depends on its own line from x.0.0 up: 8.0.0 for net8.0, 9.0.0 for net9.0, 10.0.12 for net10.0 (unchanged).Microsoft.Extensions.FileProviders.Embeddedstays on 10.x, because the .NET 10 SDK prunes older versions and with them the task that writes the embedded files manifest.Tests
Kododo.ConfigWaynuspec: one dependency group per target with the versions above.
