Release Please bumps launchdarkly-java-server-sdk from 7.17.3 to 7.17.4 across the release manifest, Gradle version,
Version.SDK_VERSION, and CHANGELOG.The new 7.17.4 entry documents a bug fix (#243): when
LDConfig.Builder.startWait()is set to a duration too large to represent in milliseconds, the SDK clamps it to a maximum instead of overflowing during conversion (which could throw after startup).
