Bring the SDK up to date with API 1.0.470 - #149

Regenerate src from the production OpenAPI spec and move dev dependencies to the latest minor versions that still install on TypeScript 4.9. Bump to 13.0.0 because ClientSecret, IsExternalRoleGroup, and the buyer PriceSchedule type changed.
TypeDoc 0.28 needs TypeScript 5 and an explicit missing-exports plugin. Match the serializer import to the file name so the stricter casing check typechecks.
