build(deps): update devframe to 1.3.0 and drop the resource template patches - #441
Devframe 1.3.0 ships the resourceTemplates and onResourcesChanged MCP route options (devframes/devframe#452). This PR moves every devframe and @devframes/* dependency to ^1.3.0. As a result, an installed package now serves the per-page resource templates and their list_changed notifications. Before this, only the workspace had them, through patches/, which don't ship.
The patches are redone against 1.3.0. They now keep only the prompts route option, which devframe still lacks. The patch set shrinks from 430 to 210 lines.
cac moves to ^7.1.0. Without that, pnpm installed two copies of devframe 1.3.0 (one per cac peer), and the typecheck failed.
pnpm e2e:install gets the check mcp: the workspace patches for devframe don't ship, so installs lose prompts and resource templates #428 asks for. In the cli scenario, it calls initialize and resources/templates/list on the installed package's pangular dev/__mcp, with a known PANGULAR_MCP_TOKEN. It fails when the list is empty. It reports the prompt count without requiring prompts, since prompts still don't ship.
Docs (agents/resources.md, agents/mcp-server.md, contributing/development.md), the changelog upgrade note and the pangularMcp() comment now say which features need which devframe version.
extension/ui is rebuilt in its own commit for the new devframe client code and license notice.
Refs #428. It stays open for prompts, which need a devframe release that ships them.

Install check by hand: I packed the package and installed the tarball into an empty folder with plain npm, which gives unpatched devframe 1.3.0. I then ran npx pangular dev and ran the new checkMcpLists. Result: 6 resource templates and 0 prompts. On 1.2.6 this was 0 templates.
pnpm e2e:install --scenarios=cli. It could not be run here: ng new fails inside the harness's local registry in this sandbox, before any Pangular step runs.
Notes for reviewers
ui: the hub dock rail doesn't tell screen readers which dock is selected #420 (dock rail ARIA) needs a devframe change. I checked it in the browser: the rail and the group sub-rail are plain <button aria-label> elements in @devframes/hub-ui (DockEntry.vue and DockGroupSidebar.vue). They mark the selected dock only with CSS classes, in 1.2.6, 1.3.0 and upstream main. Devframe has no hook to add the state from our side. The upstream fix is :aria-current="isSelected ? 'page' : undefined" on both buttons.
release: the Cloudflare Workers build fails on main #431 (Workers Builds check) needs Cloudflare dashboard access. The failing check is for a Worker named angular-devtools. The docs deploy with wrangler deploy as angular-devtools-docs (apps/docs/wrangler.jsonc). That points to a leftover git-connected Worker that should be disconnected in the dashboard.
MCP servers can list resource templates and send resource-change notifications with devframe 1.3.0 or later.
Patched installations can provide MCP prompts, including prompt descriptions and argument validation. The published devframe 1.3.0 package does not yet provide prompt support.
Browser-agent connections now share browser page details and visibility and focus state.
