TypeScript peer range no longer satisfied

@sanity/tsdown-config 0.31.2 requires a typescript peer of 6.x or 7.x, but the repo still pins 5.9.3. That pairing is unsupported and can break defineConfig types or the tsdown build.

Incompatible oxlint-tsgolint peer version

High Severity

oxlint 1.89.0 requires oxlint-tsgolint >=7.0.2003, but this update leaves oxlint-tsgolint at 0.25.0. The lint script uses --type-aware --type-check, so type-aware linting can fail or skip those rules in CI.
