Flag label-mix shifts when importing an annotation batch - #25

annotate import --reference compares the batch's role, group-operator and document-status shares with earlier gold (test split excluded) and flags labels with |z| >= 3 and a share gap of at least 5 points. The batch-01 report is regenerated with the table: REQUIRED, NOT_REQUIRED and UNCERTAIN are flagged against pilot-2.

Flags |z| >= 3 with a share gap >= 5 points; documented as a screen, not a test (conditions cluster within documents).annotations/batches/batch-01_report.md(records unchanged): REQUIRED 91.9% -> 63.5%, NOT_REQUIRED 3.0% -> 12.2%, UNCERTAIN 1.1% -> 23.2% flagged against pilot-2.docs/annotation_plan.md: workflow uses--referenceand says to check the Origin table on every import.
