Overview
Fixes stale Incipit completion UI when the browser misses SSE events by letting HTMX polling fallbacks push targeted out-of-band updates.

On the clarify step, questions_partial now passes status_oob=True, and question_list.html separates status_oob from questions_oob. When questions are ready, polling can clear #status-bar via OOB without marking #questions as OOB—so the primary poll swap still works and users don’t keep seeing the cold-start model message.

On section drafting, section_partial enables oob=True, and when every section is terminal the section-card partial also OOB-clears #status-bar and refreshes #step3-actions (Party review / Finish) if job_done SSE was missed.

Route-level tests in test_routes.py lock in both fallback behaviors.
