I verified that the default gcc version with ubuntu 22.04 is gcc 11.4
This will make our builds consistent across both cuda and non-cuda versions (plus fulfills minimum gcc requirement for Kokkos 5). I think the OS shouldn't matter too much (I didn't change the non-cuda version to use ubuntu 22.04)
