The theme template says a user theme loads above the libsingularity base, but
it was at APPLICATION+5/+6, below the base at USER, so it could not override a
base named colour. Load it at USER+3 and its variant at USER+4.
Verified: builds, 47/47 tests; shipped in our images (theme colours apply).
AI assistance: disclosed

A user theme was loaded below the built-in base palette, so it could only add
properties and could not override a base named colour, though the theme template
documents otherwise. Load it at USER + 3 and its variant at USER + 4.

Assisted-by: DeepSeek:deepseek-flash
AI-Scope: raised the user theme style provider priorities above the built-in base in style_manager.vala.
