fix(composio): fail closed when the scope preference cannot be read - #8365
needs maintainer review: permission-gate behaviour change. When a stored Composio scope preference can't be read, the gates now deny instead of answering the default (read+write, no admin). Please review before merge; this is not an overnight merge.
Summary
scope_prefs::load_or_default → load, which returns Result. A preference that can't be read is an error, never the default.
Flows curation gate (flow_gate::flow_tool_allowed, both checks): a read error denies.
Execute visibility gate (scope_gate::evaluate_tool_visibility): when the connector module can't answer, apply NOTHING_ALLOWED (every scope off) instead of the default.
composio.get_user_scopes returns the error. The Connections panel already renders it (useComposioConnectFlow → scopeLoadError), so no frontend change is needed. The schema description is updated.
The scope-blocked execute message says the preferences "could not be read" instead of printing default flags nobody chose.
Problem
The old read failed open: any failure answered read:true, write:true, admin:false. For a user who turned write off, a failed read silently widened the host gates back to write-on.
The connector module's own Execute check fails closed (permits() propagates the read error), so the module side was safe. The host's flows curation gate and the execute visibility fallback were not.
This isn't hypothetical. On current main every saved preference fails to read back. tinyconnectors v0.21.0 was built against tinystoragedrivers-busproxy 1.0.0, and the host's tinystoragedrivers ≥ 751e655 returns documents as Versioned{doc}. Trace: serialization: unknown field \doc`, expected one of `document_id`, `version`, `document_json`, `meta``. chore(modules): re-pin the loadable modules to their 2026-10-23 releases #8327 fixes that skew. This PR makes the gates safe for any future read failure.
An error from the preference read means "not allowed" at every host gate, and "unavailable" in the UI.
Tradeoff: during a connector-module or storage outage, composio actions are denied rather than allowed with default scopes. Reads are denied too, because NOTHING_ALLOWED turns every scope off. That is deliberate, since the module's own Execute refuses in the same situation anyway.

Tests added: an_unreadable_preference_denies_at_every_gate (wiring: saves a pref, removes the storage backend so the module's read fails Unavailable, then asserts load → Err, flows gate denies GMAIL_SEND_EMAIL, execute gate → BlockedByScope{Write}); an_unreadable_preference_allows_nothing; load_rejects_an_empty_toolkit_instead_of_answering_the_default; the scope-error message test covers None; the legacy-migration test asserts Err when the module is unreachable

Security: closes a scope-widening path on the host side. No migration needed.
UX: if the preference can't be read, the Connections panel shows the load error instead of default toggles.

Focused tests (cuttlefish, main b92d845 + this branch, cargo test -p openhuman --lib --features <product --core> over composio scope_gate, scope_prefs, flow_gate, schemas): 38/38 pass. Main alone: 35/35 pass, and no test that passes on main fails here (incl. connected_uncatalogued_toolkit_now_passes).
Red/green: with both gate one-liners reverted (fork diag/scopeclosed-red, 7b33504), an_unreadable_preference_denies_at_every_gate FAILS: "the flows gate must not admit a write action on an unreadable pref". It passes on this branch. A second red that reverts only the visibility fallback (3882fde) is running; result to follow in a comment.
Rust fmt/check: rustfmt --check clean on all 9 files. clippy --all-targets -D warnings shows no errors in this PR's files; the 18 remaining errors exist on main b92d845 too (journal_maintenance_tests.rs ×15, import/tinyflows_tests.rs:323, channels/tests ×2).

Behavior Changes
Intended behavior change: preference read failure → deny at the host gates; RPC returns an error
User-visible effect: Connections panel shows "couldn't load scopes" instead of default toggles when the read fails
Guard/fallback/dispatch parity checks: the host gates now match the module's own fail-closed Execute check

Bug Fixes
Stored access preferences that cannot be read now return an error instead of silently using default permissions.
Actions requiring permissions are blocked when preference data is unavailable, including curated and uncatalogued actions.
Actions are also denied when the visible-tools service cannot be reached.
Error messages distinguish unreadable preferences from disabled scopes and no longer direct users to change Connections settings when preference data is unavailable.
Empty or whitespace-only toolkit names now return an error instead of default permissions.
A failed preference read answered the default (read+write, no admin), which widens a user's write=false. The flows curation gate and the execute visibility fallback now deny on a read error, composio.get_user_scopes returns the error so the Connections panel shows it, and the scope-blocked message says the preferences could not be read instead of printing defaults.

Full summary
Pull request purpose (title): fix(composio): fail closed when the scope preference cannot be read. The PR converts the Composio scope-preference read from fail-open to fail-closed: when a stored preference cannot be read, host gates deny instead of applying the default `read+write`, and the get_user_scopes RPC returns an error. The description flags this as a permission-gate behavior change needing maintainer review. Lane summaries note the code index is behind this PR (indexed at 1702b18). The latest-push-delta is unavailable: no trusted base-to-head diff comparison was supplied, so no per-push delta is described.

Features
Modified — Scope preference read fails closed: An unreadable stored preference is an error rather than the `read+write` default, so a user's `write=false` is never silently widened. (crates/openhuman-core/src/integrations/composio/ops/scope_prefs.rspub(crate) async fn load_or_default(, crates/openhuman-core/src/integrations/composio/ops/mod.rspub use triggers::{)
Modified — Flows curation gate denies on read error: Both `flow_tool_allowed` paths (curated static catalog and live catalog + scope) admit nothing when the preference read fails. (crates/openhuman-core/src/integrations/composio/flow_gate.rspub(crate) async fn flow_tool_allowed()
Modified — Execute visibility gate applies NOTHING_ALLOWED: When the connector module cannot answer `ListVisibleTools`, every scope is treated as off so curated and uncatalogued tools are blocked; log level raised to warn. Lane summary: Requesting lookups before giving a verdict: I need to see `UserScopePref` and `ToolScope` in `contract.rs` (whether `allows()`/`as_str()`/the struct are as the diff assumes, and whether `UserScopePref::default()` is read+write), the other gate that reads preferences (flow_gate, load_user_scope_pref) to check whether the diff's fail-closed fallback is consistent across gates, and `evaluate_tool_visibility`'s callers to see whether any caller treats `BlockedByScope` as proof the scope is off (which the new outage message contradicts). _The code index is behind this pull request (indexed at `1702b18357a1`), so retrieved context may be out of date._

Positive: Security lane answered with 9/9 files reviewed and found no concrete defect; it notes the change tightens fail-closed behavior, with the outage message reporting storage failure rather than disabled toggles.
Lane summary: The change tightens the fail-closed behaviour of the Composio scope gate: an unreachable connector module now yields NOTHING_ALLOWED instead of the default read+write preference, and the error message reports a storage outage rather than pointing at disabled toggles. I found no concrete defect introduced by the diff; test files remain in the sibling *_tests.rs layout the repository requires, and the new test properly serialises process-wide storage. _The code index is behind this pull request (indexed at `1702b18357a1`), so retrieved context may be out of date._
tests
Conclusion: Success
Scope reviewed: all assigned evidence
Positive: Tests lane answered and found the fail-closed conversion consistent across `load`, both `flow_tool_allowed` call sites, `evaluate_tool_visibility`, `scope_error_message`, and the handler, with tests pinning the wiring and the empty-key branch.
Lane summary: This revision finishes the fail-closed conversion of the scope-preference read: `load` returns `Err` instead of the permissive default, `flow_tool_allowed` and `evaluate_tool_visibility` treat an error as a denial, `scope_error_message` reports the outage instead of the unlock path, and the `get_user_scopes` handler propagates rather than rendering defaults. The new tests pin the wiring, not just the constants: `an_unreadable_preference_denies_at_every_gate` makes the module's storage link fail for real and asserts both gates deny, and `load_rejects_an_empty_toolkit_instead_of_answering_the_default` covers the new empty-key branch. I found no defect introduced by this change. _The code index is behind this pull request (indexed at `1702b18357a1`), so retrieved context may be out of date._

Lane summary: This revision makes the remaining host fallbacks fail closed: `evaluate_tool_visibility` applies a new `NOTHING_ALLOWED` preference when `ListVisibleTools` fails, and `scope_error_message` takes an `Option` so an unreadable preference reports the outage rather than pointing at a disabled toggle. Tests cover the pure fallback and the end-to-end wiring (save a pref, drop the storage backend, assert load → Err, flows gate denies, execute gate blocks). The description matches the diff, and I found no defect in the new code. _The code index is behind this pull request (indexed at `1702b18357a1`), so retrieved context may be out of date._
Scope preference loading now returns errors for invalid toolkits and failed reads. Composio action gates deny actions when preferences are unavailable. The scope query returns errors when configuration or preference loading fails.
Flow and tool visibility checks deny actions when preference data is unavailable. Scope errors report unreadable preferences without showing preference values or directing users to change Connections settings. Tests cover blocked actions and storage failures.
The scope query returns configuration and preference-read errors instead of default preferences. Its schema description distinguishes missing preferences from unreadable stored preferences.
tinyhumansai/openhuman#8362: Installs host storage before Composio raw-coverage calls that read the connector module’s scope preference.
tinyhumansai/openhuman#8327: Updates the connector module and storage callback contracts used by scope preference reads.

Explanation
The title names the main change: scope-preference reads now fail closed. The raw summary confirms that load_or_default became load, which returns Result, and that the flow gate, execute gate, and get_user_scopes handler now deny or return errors on read failure. The title follows the conventional commit format and is specific. It is a concise, single-sentence summary that a teammate scanning history can understand.

Preserve ListVisibleTools failures in the execute error.
When ListVisibleTools fails, evaluate_tool_visibility converts the failure into BlockedByScope with NOTHING_ALLOWED. ComposioExecuteTool then performs a separate preference read. If that read succeeds, scope_error_message receives Some(pref) and tells the user that the scope is disabled and can be enabled in Connections. This misreports a catalog availability failure.
Carry the catalog-unavailable state through ToolDecision and pass unavailable state to scope_error_message. Keep the existing None path for preference-read failures.
