refactor(examples): adopt the harness model resolver API
Update the tinyagents submodule and the example crate's lockfile to the 3.0.0 release, which also moves tinyinference to 0.5.0. Move the standalone CLI and host binaries out of the root package into dedicated crates, adding tinyjuice-cli and tinyjuice-host to the workspace members and default-members. The root manifest drops the bin and test targets along with the cli-disk-tier and host features, and the uuid dependency moves to the new host crate. Updates TinyJuice to the TinyAgents 3.0 harness and refreshes its dependency locks and examples for the current APIs.
This is part of tinyhumansai/openhuman#8088. The OpenHuman rollup consumes this module update.
Must land first: tinyhumansai/tinyagents#566, which carries the TinyAgents 3.0 rollup upstream.
