Raise the tinyagents-live and tinyagents-harness version requirements to the 3.x line and refresh the lockfile, which also picks up the 0.5.0 tinyinference crates. Updates TinyVoice to the TinyAgents 3.0 APIs and current TinyBus module contract, including refreshed module dependency locks.
This is part of tinyhumansai/openhuman#8088. The OpenHuman rollup consumes this module update.
Must land first: tinyhumansai/tinyagents#566, which carries the TinyAgents 3.0 rollup upstream.
