Update link for CCPP. A member of the CCPP crew reached out to the US team with new links to be replaced in the scientific documentation.

@selbigmtnwx23 and @jdkublnick The CHPC site for the University of Utah was down. It looks like it might be back now, so I have relaunched the failed GHA.
