[production/GCAFS.v1.0] Update g2tmpl and update UFSATM hash

Description:

This PR is the initialization of the production branch for GCAFS v1.0. This PR will update the hash to point to the UFSATM production/GCAFS.v1 branch. This PR will also update the version of g2tmpl, which is required for GCAFS.

This will replace #3113 since this will be a production only change.

The production branch for GCAFS was branched from the following hash: https://github.com/ufs-community/ufs-weather-model/tree/6f22f57403db693dee3b6979a4e6f58ade633e86
This the the hash that was linked in the Global Workflow branch of def/gcafs.v1as of March 10, 2026.

@bbakernoaa @lipan-NOAA These are the initial changes for the GCAFS production branch. Please go over them while we wait for NOAA-EMC/ufsatm#1078 to get merged into its production branch.

I'll update the UFSATM hash again once NOAA-EMC/ufsatm#1078 is merged.

UFSATM hash for the production/GCAFS.v1 branch has been updated with the latest commit to bring in NOAA-EMC/ufsatm#1078 .

Once the reviews are complete, I will merge this into the production branch.
