Add a script to shift subtitles forward or backward of .srt file

When you download subtitles for any movie in .srt file sometimes they are 10-20 seconds ahead/behind of the movie and it looks frustrating
A simple script which inputs subtitle file name and amount to delay or hasten
VLC media player can shfit subtitles but only when the media file is open in it and dont affect the file
Other Subtitle shifting websites are complex so a simple script is good
