Builds on #2, merge that first.

What

  • Every target depended on the 10.x Microsoft.Extensions.* packages, so an app on net8.0 or net9.0 was pulled up to them. Each target now depends on its own line from x.0.0 up: 8.0.0 for net8.0, 9.0.0 for net9.0, 10.0.12 for net10.0 (unchanged).
  • Microsoft.Extensions.FileProviders.Embedded stays on 10.x, because the .NET 10 SDK prunes older versions and with them the task that writes the embedded files manifest.
  • Npgsql and Microsoft.Data.SqlClient are unchanged.

Tests

  • Checked the packed Kododo.ConfigWay nuspec: one dependency group per target with the versions above.
  • Solution builds. Unit tests 164/164 on each of net8.0, net9.0 and net10.0 locally.

Every target depended on the 10.x Microsoft.Extensions packages, so an app
on net8.0 or net9.0 was pulled up to them. Each target now depends on the
packages of its own runtime line, from x.0.0 up.
