Regenerate uv.lock with the OpenAI bump
The committed uv.lock still pins both the dev requirement and resolved package to OpenAI 2.41.1 (uv.lock:1328 and uv.lock:1834), so this manifest change leaves the project unreproducible: uv sync --locked will reject the stale lockfile, while uv sync --frozen—documented by uv sync --help as syncing without updating the lockfile—will continue installing 2.41.1 instead of the requested 2.46.0. Regenerate and commit packages/telemetry/python/uv.lock with this bump.
