Summary

examples/coding-agent-opencode/conformance.py recorded a capacity refusal as a behaviour failure. On a rate-capped endpoint, tool_choice_required failed with RESOURCE_EXHAUSTED: the upstream is busy, please retry. The refusal came as an error event in the stream, and the check did not retry it. The same request sent alone passed.

What changes

  • What is retried. A request refused as busy or rate-limited:
    • a 429 or 503 whose code is QUEUE_FULL, RESOURCE_EXHAUSTED or rate_limit_exceeded;
    • or an error event with one of those codes that ends a stream before any output.
  • How long it waits.
    • Each wait is the Retry-After header, else the error's retry_after_s, capped at 60 s. Retry-After may be delay-seconds or a future HTTP date. A past, unparseable, negative or non-finite value counts as absent.
    • Without either, the wait is 5 s, doubling with each retry.
    • A request is retried at most 4 times and waits at most 180 s in all.
  • What the report records.
    • Each retry is recorded with its error and wait in the case's observed.
    • Each case has a retries count, and the table shows it.
  • When it gives up.
    • A case still refused as busy after the cap has the new status capacity, not fail. So does a case whose stream ends in a busy error event after some output; that one is not retried.
    • The summary counts capacity apart, and it makes the exit code 1.
    • Cases that depend on a busy request are capacity too: tool_result_round_trip, finish_reason_tool_calls and usage_on_final_chunk.
    • In include_reasoning, a refusal or other non-busy failure is reported before a busy result, so a conclusive failure is not hidden as capacity.
  • What is not retried. Every other error. This is narrower than before: the old check retried any 429, and any 503 except MODEL_LOADING. Now a 429 insufficient_quota or a 503 transport_failure fails at once.
  • Warm-up. The gateway answers 503 provisioning while it starts a worker. The old blanket 503 retry covered that. The warm-up now waits out provisioning as it does MODEL_LOADING, so a cold gateway is still waited for.
  • README. The paragraph on busy handling is rewritten. The note under the recorded relay run no longer says the check "does not retry"; it says the refusal was a stream error event, which the check at that commit did not retry.

Tests

All in tests/test_conformance.py, against the existing scripted stub:

  • The existing busy case (503 QUEUE_FULL twice) now asserts that the case passes, has retries == 2 and a wait of 0 from Retry-After: 0.

  • The old 429 case, which expected fail, is replaced by a parametrized exhaustion case. It covers:

    • a 429 without Retry-After (waits 5/10/20/40);
    • a past HTTP-date Retry-After, a nan one and a -3 one, all ignored;
    • Retry-After: 60 and 600, both capped at 60, so the 180 s cap stops it after 3 retries;
    • a busy error event with retry_after_s: 12.

    Each must end as capacity with the matching waits and retry count.

  • Retry success: a 429 with Retry-After: 7 twice, one with a Retry-After date 30 s ahead, and one busy error event before output. All end recorded / supported.

  • A refused include_reasoning with a busy plain request is fail. A busy plain request alone is capacity.

  • Not retried:

    • 429 insufficient_quota, 503 transport_failure, 500 RESOURCE_EXHAUSTED and an inference_error event all fail with 0 retries and no sleep;
    • a busy event after output is capacity with 0 retries.
  • An endpoint that is always busy gives 10 capacity, 1 recorded and 0 fail. main() returns 1 and prints 10 capacity.

  • The mid-stream error test now uses a non-busy inference_error. A busy event before output is now retried.

  • The warm-up test is parametrized over MODEL_LOADING and provisioning.

Sleeps are monkeypatched, so the suite does not wait.

Validation

  • CI=1 uv run --frozen pytest -q in examples/coding-agent-opencode: 60 passed.
  • ruff check and ruff format --check on the two changed Python files: clean.
  • mise run lint and mise run typecheck: pass.
  • tools/ci/check_public_tree.py: pass.

No request was sent to a live endpoint.

Overlap

#735 edits other parts of this example: other README sections, run_gate.sh, tests/test_run_gate.py, tests/test_openrouter_recipe.py and recipes/openrouter. This PR touches only conformance.py, tests/test_conformance.py and two README passages: the busy-handling paragraph and the note under the recorded relay run. Those passages are outside #735's hunks. Whichever PR merges second merges main.

Summary by CodeRabbit

  • New Features
    • Conformance checks wait for model-loading or gateway-provisioning states to clear, then retry eligible busy and rate-limited requests with bounded delays.
    • Retry counts and capacity outcomes are included in reports and summaries. Persistent busy responses, including those that prevent dependent checks from being judged, are classified as capacity outcomes and result in a nonzero exit status.
    • Other errors are not retried, and busy stream errors after output are recorded as capacity outcomes.
  • Documentation
    • Updated the guide with warm-up conditions, retry limits and delays, and error handling.

A rate-capped endpoint refused one case with a busy error event in the
stream, and the check recorded that as a behaviour failure.

The check now retries a request refused as busy or rate-limited: a 429
or 503 with code QUEUE_FULL, RESOURCE_EXHAUSTED or rate_limit_exceeded,
or a stream that ends in an error event with one of those codes before
any output. It waits for Retry-After, else the body's retry_after_s,
capped at 60 s, else 5 s doubling, for at most 4 retries and 180 s per
request. Each case reports its retry count. A case still busy after
that has the status capacity, counted apart in the summary, and the
exit code is 1. Other errors are not retried; the warm-up waits out
503 provisioning as well as MODEL_LOADING.

📝 Walkthrough

The conformance check now retries selected busy responses within configured limits. It records retry details, classifies persistent busy outcomes as capacity, and includes retry and capacity counts in reports and command results.

Busy outcomes propagate as capacity through dependent checks. Warm-up recognizes provisioning. Reports include retry and capacity counts, and the command exits nonzero for capacity outcomes. The README describes these behaviors and updates its Cloud result commentary.

⚠️ Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.

Do not let a busy result conceal a conclusive error.

If with_flag returns a non-busy refusal and without_flag remains busy, this branch reports capacity before Lines 634-643 examine the refusal. The report then hides a known failure of include_reasoning. Check non-busy errors first, and use capacity when the busy result actually prevents a verdict.

A Retry-After given as a future HTTP date is now waited until, capped
like a delay in seconds; a past or unparseable date falls back to the
backoff. In include_reasoning, a non-busy refusal or failure is reported
before a busy result, so a conclusive failure is not hidden as capacity.

The additional (unverified) finding on include_reasoning is also fixed in bc3884b. A non-streamed failure or a non-busy refusal is now reported before a busy result, so capacity is used only when a busy request is what prevents a verdict. test_a_busy_request_does_not_hide_a_refusal covers both orders: a refused flag with a busy plain request gives fail, and a busy plain request alone gives capacity. The reorder mutant is caught.
