fix(storage): declare collections outside the write condition - #8425
Fixes: every claimed one-time import on MongoDB fails at boot and retries on every restart: [storage::import] import failed; the legacy files are untouched … unsupported capability conditional_writes: conditioned MongoDB handles cannot mutate collection declarations
Cause: a claim-bound or profile-leased handle sends ensure_collection to MongoDB under its write condition, and MongoDB refuses that.
Change: every conditioned handle that FencedBackend returns now sends collection declarations through the same scope's unconditioned handle. Data writes keep the condition, and the host's local fence check still runs first.
Problem
Where it shows: in production, Chottu (on OpenHuman storage, MongoDB with transactions) logs this on every boot for the cron and sessions imports. The memory job queue fails the same way at runtime: [memory:jobs] reading the queue failed error=[storage::state_kv] storage: unsupported capability conditional_writes ….
The chain:
import_state::with_claim hands the body a WriteCondition.
The importer opens its repo with Repo::conditioned (or backend_with_condition).
Its first step, import_state::is_done / done(), calls ensure(), which runs ensure_collection(storage.import_state) on that conditioned handle.
Why MongoDB refuses:MongoDocuments::ensure_collection refuses any conditioned handle on purpose (tinystoragedrivers-document/src/mongodb/documents.rs; test conditioned_documents_guard_direct_writes_and_deletes). A declaration can't join the condition's transaction.
Why tests missed it: SQLite declares under a condition and the memory driver has no conditioned handles, so no existing test hit this.
Solution
New storage/declaring_ports.rs: a document-port adapter that sends ensure_collection to a second handle and forwards every other call unchanged.
FencedBackend::conditioned(scope, condition): opens inner.for_scope_conditioned(…) and wraps it so declarations go through inner.for_scope(scope). It's used in all three conditioned paths:
a profile lease in for_scope;
lease plus caller condition in for_scope_conditioned;
an unfenced scope with a caller condition, such as an import claim on the tenant scope.
Why skipping the condition is safe here: a declaration is an idempotent schema merge (CollectionSpec::merge) with no owner data for the condition to protect. The local fence check in fenced_ports::GuardedDocuments::ensure_collection still runs before the declaration, so a node that has lost its lease still doesn't declare. Driver-level fencing of data writes is unchanged.
Why it's in the host: the fix is in the host's fenced backend, not the driver. Refusing conditioned declarations is a deliberate, tested driver contract, and the storage README already says only the host runs ensure_collection.
Docs: the storage README's "Write fencing" section documents the exception.
Submission Checklist
Tests added or updated (happy path + at least one failure / edge case) per Testing Strategy
Diff coverage ≥ 80%: the new adapter and FencedBackend::conditioned are covered by the four new tests in fenced_backend_tests.rs. CI's diff-cover is the measure.
N/A: Coverage matrix updated; behaviour-only change in the storage host, no feature row
N/A: Affected feature IDs; no matrix row touched
No new external network dependencies introduced (mock backend used per Testing Strategy)
N/A: Manual smoke checklist; no release-cut surface touched
N/A: Linked issue; found in Chottu production logs, no OpenHuman issue filed
Impact
Who it affects: only hosts on a driver that refuses conditioned declarations (MongoDB). On SQLite, memory and file drivers nothing changes: the declaration still lands on the same scope, now through the unconditioned handle.
Cost: opening a conditioned scope now also opens the plain handle for that scope. On MongoDB that shares the existing client.
Security: fencing of owner data is unchanged. Only schema declarations bypass the driver condition, and only after the host's local fence check passes.
No migration needed: imports that failed before complete on the next boot. They left their legacy files untouched.

impact: they don't use conditioned handles or FencedBackend; this looks like shared process state between parallel tests on this machine. CI is the check.
Behavior Changes
Intended behavior change: conditioned handles declare collections through the unconditioned handle of their scope.
User-visible effect: none directly. Imports and the memory job queue on MongoDB stop failing.
Parity Contract
Legacy behavior preserved: data writes, deletes, batches and drops on conditioned handles keep the driver condition and the host fence check.

Bug Fixes
Fixed collection declarations for scoped storage so imports can proceed with backends that reject declarations on conditioned handles.
Collection declarations and writes continue to respect lease-fence checks, while fenced handles still reject declarations when required. This prevents repeated import-claim failures without changing how ordinary storage operations use their conditions.
MongoDB refuses ensure_collection on a conditioned handle
(Unsupported(ConditionalWrites)): a declaration cannot join the
condition's transaction. Every claimed import calls import_state's
ensure() through its claim-bound handle, so on MongoDB each one failed
at its first step and retried on every boot ("[storage::import] import
failed ... conditioned MongoDB handles cannot mutate collection
declarations").
FencedBackend now sends declarations on every conditioned handle it
returns, for a profile lease or a caller's claim, through the scope's
unconditioned handle. Data writes keep the condition, and the local
fence check still runs first, so a node that lost its lease does not
declare.
Conditioned storage handles now route ensure_collection through the scope’s unconditioned document handle. Other document operations continue through the conditioned handle. Tests cover MongoDB-like declaration restrictions, leased profile handles, claim-bound handles, and fenced leased handles.
Adds a proxy that sends ensure_collection to the supplied unconditioned document handle. Other document operations delegate to the original handle.
Conditioned scope integration and validation crates/openhuman-core/src/storage/fenced_backend.rs, crates/openhuman-core/src/storage/fenced_backend_tests.rs, crates/openhuman-core/src/storage/README.md
FencedBackend wraps conditioned scopes so collection declarations use the unconditioned handle. Tests cover declaration failures and successful declarations and document access through applicable handles. The documentation notes that the host lease-fence check still runs first.

The implementation preserves conditioned writes, but its lease documentation needs qualification and the new test does not protect that routing against regression. These are bounded follow-ups rather than demonstrated production failures.

Make the leased-profile test distinguish the conditioned handle from the plain declarer.
The fixture uses shared SQLite storage, so a regression that routes put or put_with through the plain declarer can still pass: docs.get reads the same shared data. The inspected fenced-backend tests do not exercise put_with, and their other write tests use the ordinary backend.
Add a small recording or rejecting declarer fixture, then assert that put and put_with reach the conditioned handle and not the plain declarer.

Limit the stated lease guarantee to locally detected loss.
If another node takes over while this node's clock is behind, check_local can pass. The unconditioned declarer can then change the collection after the lease was lost.
