fix(chat): save each workflow proposal once, onto the flow it revises - #8450
Only the newest workflow-proposal message in a thread can come back as a card. Older revisions are superseded and no longer return as fresh "Save & enable" cards.
A proposal that revises a saved flow (flow_id on its payload) is saved onto that flow with flows_update instead of creating another flow.
A flow that is persisted but not yet enabled (pre-authorization pending or denied, or the enable step failed) is recorded in Redux and on the source message (saved_flow_id). A remount or reload resumes at the enable step instead of creating it again.
Problem
In a live builder run on main e53cc0c (thread-491b0517), one thread produced 5 saved copies of the same flow from proposal cards (flows_create at 19:12:03, 19:12:12, 19:34:19, 19:34:32, 19:34:55):
extractWorkflowProposalFromMessages returned the newest unconsumed proposal. After the newest was saved (and marked consumed), the next-older one rehydrated as an actionable card (workflowProposal.ts).
coerceWorkflowProposal dropped the payload's flow_id, and the card always called createFlow (WorkflowProposalCard.tsx), even for a revision of an existing flow.
savedFlowId was component state only. The first save (19:12:03) created the flow but stayed disabled behind the pre-authorization card (useFlowPreauthorization returns false until "Approve all"). A remount lost the id, the source message stayed unconsumed, and the next click created another copy.
Solution
lib/workflows/workflowProposal.ts: rehydrate only the newest workflow_proposal message (null if it is consumed), carry saved_flow_id, and keep flow_id as flowId.
store/chatRuntimeSlice.ts: add WorkflowProposal.flowId and savedFlowId, plus a markWorkflowProposalSaved reducer that mirrors markWorkflowProposalCompleted.
components/chat/WorkflowProposalCard.tsx: seed savedFlowId from the proposal; save a revision with updateFlow; record the persisted id via markSaved (state, Redux, and a metadata merge on the source message; threads_message_update merges metadata).
Stale revisions: build_builder_proposal adds flow_version, the version the revision was derived from: the flow's updated_at only if the flow has not changed since its draft was seeded. A revision without one is never written onto the flow. The card sends it as flows_update's expected_version and shows chat.flowProposal.versionConflict (all 16 locales) instead of overwriting a newer edit.
markWorkflowProposalSaved applies only to the proposal that was saved (same name and source message).
A live delegated proposal points at the message the core persists for it (workflow-proposal:<task_id>).
No dedupe in flows_create: that would be the wrong layer.

Impact
Desktop and web chat, plus one optional flow_version field on the core proposal payload. No migration. Older persisted proposal messages behind a newer one stop resurfacing.
A thread could collect several copies of one flow from its proposal cards:
- rehydration returned the newest UNCONSUMED proposal, so once the newest was
saved an older, superseded revision came back as a fresh savable card;
- a proposal revising a saved flow (flow_id on its payload) still called
flows_create, adding a copy instead of updating that flow;
- the saved-but-not-enabled id lived only in card state, so a remount or
reload while pre-authorization was pending created the flow again.
Only the newest proposal message is live now; Save & enable writes a revision
onto its flow with flows_update; and the persisted id is mirrored into Redux
and onto the source message (saved_flow_id) so the card resumes at the enable
step.
Workflow proposals now retain target-flow IDs and versions, plus saved-flow IDs for retries. The proposal card updates an existing flow or creates a new one, records persistence before enable handling, and reports version conflicts. Extraction uses only the newest proposal message.

Summary
Target-flow revision version crates/openhuman-core/src/flows/ops/builder_gates.rs, crates/openhuman-core/src/flows/ops_agent_binding_tests.rs
Builder proposals include the target flow ID and include its updated_at value as flow_version only when the flow and draft records and timestamps meet the specified checks. Tests cover valid, changed, and missing draft cases.
Proposal identity and saved-flow state app/src/store/chatRuntimeSlice.ts, app/src/lib/workflows/workflowProposal.ts, app/src/providers/ChatRuntimeProvider.tsx, app/src/features/conversations/Conversations.tsx, app/src/store/__tests__/chatRuntimeSlice.workflowProposal.test.ts, app/src/lib/workflows/workflowProposal.test.ts
Proposal parsing and state retain flow, version, source-message, and saved-flow IDs. Extraction stops at the newest proposal message. Redux save and completion actions match proposals by identity, and the card key uses the source message and name.
Flow persistence and enable retry app/src/components/chat/WorkflowProposalCard.tsx, app/src/components/chat/WorkflowProposalCard.test.tsx, app/src/lib/i18n/*.ts
The card updates a targeted flow with its expected version or creates a new flow. It records the saved ID before enable handling and resumes enablement from that ID. Tests cover revisions, conflicts, failed enablement, and pre-authorization. Translations add the version-conflict message.

A proposal can update a flow it was not based on, and a replacement card can inherit an earlier proposal’s save state. Saved flows may also be offered for creation again after a failed metadata write and reload. Resolve these paths before merging.

The title "fix(chat): save each workflow proposal once, onto the flow it revises" names the main change. The PR stops duplicate flow creation from workflow proposal cards and makes revisions update the flow they revise, using flows_update with a flow_version check. The title is short, specific, and in conventional commit form, so a teammate scanning history can identify the primary change.

proposal’s flow.

…oposal
- build_builder_proposal carries the target flow's updated_at as flow_version,
and the card sends it as flows_update's expected_version, so saving a
revision cannot overwrite an edit made after the builder read the flow; a
conflict shows its own message.
- markWorkflowProposalSaved applies only to the proposal that was saved (same
name and source message), so a newer proposal that replaced it mid-save
does not inherit its flow id.
- A live delegated proposal points at the message the core persists for it
(workflow-proposal:<task_id>), so saved_flow_id and consumed are recorded
durably for it too.

…entity
- flow_version is now the version the revision was derived from: the flow's
updated_at only when the flow has not changed since the draft was seeded
(drafts record no base version). After a later edit, or with no draft, it is
omitted.
- The card never writes a revision without a source version onto its flow,
which covers proposals persisted before flow_version existed. It shows the
version-conflict message instead.
- Save and completion updates name the proposal they belong to (source
message + name). markWorkflowProposalCompleted now matches it like
markWorkflowProposalSaved, and the card is keyed by the same identity, so a
replaced proposal's late result cannot land on its replacement.
